Bridge washed away before inauguration
ITANAGAR, Sep 6: One end of the RCC Bridge on Pagla Nallah at M Pen-1 on Miao-Vijoynagar road has been completely washed away leaving the bridge stranded on one side of the nallah.
This long awaited bridge at M'Pen-I, 6 miles off Miao town, was opened for light vehicles few months ago giving much to the relief of the users of the road, but before its formal inauguration.
However, the bridge is no more usable. It is stuffed with filth and debris.
This small Nallah swells violently when it rains. Many people have lost bicycles, loads of articles to this river while crossing it. A young girl of 7th Mile was also reportedly drowned in the river.
Now, crossing the Nallah has become a challenging task again. Countless people had to stop their journey at the Nallah.
The 157 km road serves as lifeline for the people of remote Vijoynagar in Changlang district.
Residents raise fund to install street lamps

ITANAGAR, Sep 6: The dark streets, other than waning moon and household light that penetrates through the curtains is a common sight at Type-1 colony and few other colonies in Seppa Township. The electric poles on roadside and streets have no lamp, few left half-smashed since many years.
Irked by alleged apathy of the Power (Electrical) department, the residents of Type-I colony in Seppa Township under the banner of Type-1 Colony Development Committee has raised fund by themselves to procure and install seven number of CFL street lamps in its colony.
The committee Chairman Chandra Yangfo who had initiated the move said, "The idea of raising fund by ourselves to procure and install street lamp came after the department failed to address our problem despite repeated pleas".
"We have approached the department many a times considering anti social elements taking advantage of dark streets but the department out rightly denied us the electricity provision" Yangfo added.
Further, it is said the committee called on then Deputy Commissioner Deepk Shinde apprising him of the situation, who asked the committee to procure lamps by themselves and agreed to bear consumption bill from the DC office.
"It costs around Rs 70000/ (Seventy Thousand) including procurement and installation charge" informed Sama Pindam a member of the committee.
"We voluntarily raised fund to procure, as the authority failed" he added.
The residents are also complaining that 33KV line of the colony share the same line with Bameng and Chayang Tajo resulting in frequent fault in line. In order to get rid of frequent snapping in power line, now the residents are demanding for separate line and transformer at colony.
However, the department source clarified that fund for installation of street light is rarely received by the division and in order to cater to needs of residents in township, the department has proposed for a high-mast street light at Type-I colony.
BJP leaders dismiss media report
ITANAGAR, Sep 6: Union Minister Kiren Rijiju and State BJP President Tapir Gao have said that BJP in Arunachal Pradesh is one team and not divided as speculated in some sections of the local media.
Describing the report as baseless, both Rijiju and Gao in a joint press statement, appealed not to spread such 'rumours' or unfounded reports in media or in any social networking forums, which cannot be substantiated.
"We denounce this statement and request the media fraternity to be more responsible when reporting such matter in the public domain," the joint press statement said.
"BJP in Arunachal Pradesh is a united, disciplined and cadre based democratic party. The report of differences within BJP leadership in Arunachal Pradesh as reported in a section of media seems to be handiwork of opposition political party, who always try to undermine the unity, solidarity, spirit and strength of BJP and its dedicated workers," it added.
Tuki calls all to support Pema Khandu
ITANAGAR, Sep 6: Former Chief Minister Nabam Tuki has urged everyone to support Pema Khandu led Congress government for overall development of the state.
Tuki was speaking at a APYC function at Rajiv Gandhi Bhawan Itanagar on Tuesday.
Tuki also asked the party's frontal wings to be united and take the party to newer heights. He said APYC is a training ground for good leadership and urged the youth leaders to prove themselves as good leaders and work with utmost dedication for the party.
Calling the APYC leaders to strengthen the party, APCC president Padi Richo said hard work and loyalty to party never go unrecognized.

Arunachal Guv refuses to quit, asks Prez to dismiss him
Guwahati, Sep 6: Arunachal Pradesh Governor Jyoti Prasad Rajkhowa, who claimed the Centre has asked him to step down citing "health grounds", has refused to resign, saying he wants the President to dismiss him.
"I want the President to dismiss me. I will not resign.
Let the President express his displeasure. Let the government use provisions of Article 156 of the Constitution," the Governor told a Guwahati-based TV news channel yesterday.
Rajkhowa said that he had been asked to resign "on health grounds" weeks after the Supreme Court had restored the Congress government in Arunachal Pradesh censuring him.
He said, "I have fully recovered from my illness and I have been discharging my duties after complete recovery. If they want me to quit, the prime minister and his cabinet will have to recommend the same to the President, who will then issue an order under specific provisions of the Constitution."
"Even a fourth grade employee of the government has to be given in writing if the government wants him or her to resign or even go on leave. I am a Governor and this a Constitutional post," he said.
Stating on August 27 night a well-known person from Guwahati had informed him over telephone that the government wanted him to resign on health grounds, Rajkhowa said, "I was shocked, surprised and felt humiliated."
"I asked the person to inform whoever in the government wants me to quit to call me directly. When there was no such call, I called up the Union Home Minister (Rajnath Singh) and asked if it was true or false.
But the Home Minister clearly told me over telephone that he knew nothing about it.
"Instead, he started telling me that I was doing good work in Arunachal Pradesh. But when I called up another central minister, he called me back on August 30 and said that a decision had been taken at a high level for me to resign on health grounds and vacate my post by August 31," he said.
Rajkhowa said he informed the particular minister that he had returned to Arunachal Pradesh 47 days ago after medical treatment and has been working since August 13 last.
"I also told him that I am totally fit now. What is my fault that I have been asked to go on medical or health grounds?" the Governor said.
The former bureaucrat who was appointed as Governor in June last year said, "I do not have a single blot in my long career. The government must have appointed me as Governor on the basis of my spotless track record. I feel very humiliated.
It was a bolt from the blue."
"For the Governor's post, I never met or approached any BJP leader whether at the local level or that of the PM," the former Assam Chief Secretary said.
Stating that he was prepared to vacate the Raj Bhavan instantly on receiving the President's order, Rajkhowa said, "I have kept all my belongings packed since August 30. I have also told my office that if the order (regarding the dismissal) arrives in Raj Bhavan, they should immediately inform me and I will not stay even one minute after that."
On July 13, the Supreme Court had ordered restoration of the Congress government in Arunachal Pradesh by quashing all decisions of the Governor precipitating its fall in January, holding them "violative" of the Constitution. PTI
ACS appeals govt to protect govt land & assets
ITANAGAR, Sep 6: Citing loss of government land in the Itanagar Capital Complex, the Arunachal Civil Society (ACS) has requested the state government to protect and preserve government land and assets.
In a memorandum to the Chief Minister, ACS called for forming a Scrutiny Committee against the allotted land and if particular person or govt official was found to have encroached or demolished the govt structure, he/she must be booked under the Arunachal Pradesh Unlawful Activity Prevention Act, 2011. It also appealed for immediate setting up of an inquiry committee against the file notings of respective Deputy Commissioners,
DLRSOs, SKs, and Director of Land Management Department for issuing NOC for allotment.
ACS stated that the local inhabitants and government employees of the Capital Complex are demolishing, encroaching and wiping out government structures and recreational places like Ganga Lake, Zoo, IG Park, Mahatma Gandhi Park (Polo Park), Naharlagun and Itafort day-by-day.
Further, it stated that although the state government has given land for establishment of many Central agencies and offices like NERIST, NIT, RGU, BSI, GSI etc. but as per records the Capital Complex, DC, DLRSO and Director of Land Management has given allotment to many private people despite standing orders not to give allotment. One would find kith and kins of public representatives, govt officers, leaders of Student Unions, NGOs and others if the allotment records are scrutinized, added ACS. No legal action has been taken till today against the conspiring officers as well as illegal claimants, rued the memo to the CM.
Civil Society Hall of Fame Honour for Lohit Library Network
ITANAGAR, Sep 6: Lohit Youth Library Network and its coordinator popularly known as Uncle Moosa in Arunachal have been inducted into the prestigious Civil Society Hall of Fame- 2016. Civil Society, a New Delhi based Magazine, which has been advocating civilian rights, instituted the "The Civil Society Hall of Fame award to felicitate, recognise and extend support to ordinary people who have been working for civilian rights and to better Indian governmental system.
The basic role of this award is to spread awareness and celebrate the role of people working towards creating a better democracy.
The Lohit Youth Library Network, which has entered its 10th year, has been a unique people's library movement with support of volunteers from all over India including Arunachal Pradesh. The Library Network has been conferred this prestigious honour for their spirited efforts to promote the joy of reading in remote villages and areas across Lohit Valley.
A five-member team of the Library Network will attend the felicitation function being organized by the Civil Society magazine on November 12, 2016 in New Delhi.
The Coordinator, Lohit Youth Libraries, felt that this honour would be a morale booster to many more youth to come forward to replicate similar efforts.
DC asks GREF to restore damaged roads
Aalo, Sep 6: West Siang district administration has asked the GREF for prompt response for the roads affected by the heavy rains of the last few days and also stressed on gearing up the works by the private companies at the allotted stretches of road without any overlapping.
West Siang, Deputy Commissioner, Gamli Padu said this during an meeting at his office chamber on Tuesday with the representatives of BRTF, JKM, NHIDCL and T.K. Engineering on the deteriorating road condition at Likabali-Aalo and its slow pace of implementation.
DC Padu said that many stretches of the road have been badly damaged due to the monsoons and any road blockade will add woes to it. Reacting to laying of underground cable, shifting of electric poles, telephone, water supply pipes that pose hurdles to quick execution of works, he said that necessary direction will be given to Power and PHE departments to shift them in a time bound manner as these departments have already been compensated. He asked the companies to take up the matter of underground cables to appropriate level before starting the work.
Participating in the discussion, the AE Highway Gemar Padu, DLRSO, Takam Titus and representatives from the companies gave detailed on the various issues and problems faced by them along the said stretch of land and assured all initiatives to speed up the progress of work.
Earlier, a team of members of Aalo Town Peoples' Welfare and Development Society (ATPWDS) felicitated the new DC. Addressing the society members, DC Padu said that cooperation of elected representatives, society, NGOs and organizations is essential for over all development and welfare of the people. President, Kento Ete and General Secretary, Mito Lollen apprised the DC of various problems and issues that confront the general welfare of the people. They said that Aalo, once a very progressive and beautiful town of the state is deteriorating for the past few years and expressed hope problems will be solved by the DC. DIPRO

MLA, PMC meet Meat Market Association

PASIGHAT, Sept 06: While responding to the grievances placed by Pasighat Meat Market Association against East Siang district administration halting the sale of meat and its product at Pasighat Bazar near APMC fish market, local MLA Kaling Moyong and Chief Councilor, Pasighat Municipal Council, Kaling Doruk held a meeting with the President and General Secretary of PMMA on Monday.
In the meeting, Doruk and Moyong heard the detail of meat vendors' grievances and suggested them to shift to usual APMC meat market at 2 mile.
Chief Councilor Kaling Doruk while specifying his stance on cleanliness and safety of people said, "The present location of APMC fish market within the main market along the national highway pose great threat to human lives and it doesn't look good for a city like Pasighat which has been shortlisted for Smart City."
Local MLA Kaling Moyong clarified to the Association that he never committed on shifting the meat vendors to main market during his last election campaign to which both President and GS of the association confessed that it was misquoted by some of its women members to media. Taking serious note of the situation, Moyong assured to take forward the vendors' grievances before district administration for making necessary arrangements like provision for water and setting up of permanent police beat etc in the 2 Mile APMC meat market.
On the part of Pasighat Meat Market Association, president, Dana Ratan and general secretary John Gao said that, if district administration ensures and restricts open selling of meat in various pockets and sectors of the town by unlicensed meat vendors, the licensed meat vendors presently in protest may also agree to shift back to the 2 mile APMC meat market.
"Due to unscrupulous and unrestricted open selling of meat in various locations in the township, most of the meat customers don't go to APMC meat market at 2 mile which causes huge loss to the licensed vendors," they said.
"The officials and staffs who raids to control/evict the illegal vendors are corrupt and nepotistic as they pass advance information to those illegal vendors over phone while moving for checking. Officers of the concern department and police forces in the team mostly pass on the information", claimed the duo.
Org seeks govt intervention
ITANAGAR, Sep 6: Incidents of snatching money from Arunachalee people and vandalism by miscreants near Kakopathar under Tinsukia district have been reported by All Namsai District Students' Union (ANDSU).
Reportedly, some miscreants robbed money from a boy from Namsai near Kakopathar area recently. An FIR in this regard was lodged at Kakopathar Police Station by ANDSU the next day.
Miscreants also damaged the car of a person from Namsai at Dirak Gate recently in front of Arunachal Police, ANDSU informed.
Taking serious note of the prevailing situation, the students union appealed to the State Government to intervene and take up the matter with the Assam Government.
RGU declares re-evaluation results

Traffic diversion
ITANAGAR, Sep 6: The National Highway (NH-415) from Arunachal State Hospital tri-junction to Chandni Hotel tri-junction, Naharlagun will remain closed for traffic on September 7 and 8 from 7 am to 4 pm in view of the security arrangements made in connection with Assembly Session at A.P. Legislative Assembly Building, Naharlagun .
Alternative arrangements have been made for all incoming and outgoing traffic.
Vehicles coming from Itanagar will be diverted at Tomo Riba State Hospital tri-junction via Prem Nagar and will have to take the highway again at helipad tri-junction.
Similarly, vehicles coming from Nirjuli side will be diverted at Chandni Hotel tri-junction and take the highway back at G-extension tri-junction, Naharlagun, informed Capital SP Dr. A Koan.
Drugs seized from local drug peddler
TEZU, Sep 6: A habitual drug peddler was arrested at her residence at Tribal Colony, Tezu on Tuesday.
Opium smeared clothes weighing around 1kg and 920 grams, small packets of orange colour containing pink powder suspected to be Brown Sugar, including a cash amount of Rs.1,03,360 were confiscated by the Tezu police from the lady identified as Sunilu Kri.
The peddler had been indulging in selling drugs since for a long time.
A police team headed by OC Police Station, Inspector Kuru Tatung, along with SI R. Jugly and others apprehended the lady in an unannounced raid.
Accordingly the Magistrate and Women Welfare Society members of Tezu have been intimated and they also arrived on the spot. A case has been filed under appropriate sections of law by the police against the peddler. DIPRO
Common Facility Centre inaugurated at Nlg
ITANAGAR, Sep 6: A newly constructed Common Facility Centre at Industrial Estate, Naharlagun under Integrated Sericulture Development Project of North East Textile Promotion Schemes of Ministry of Textile, GoI was inaugurated by Minister Textile and Handicrafts, Tapang Taloh on Tuesday.
Further, a training programme on Silk Weaving on Jacquard also commenced at the centre after the opening of the centre. The training is designed to impart training to the various stake holders of weaving fraternity and in service staff of the department in order to put them on the track with latest technology in design and product diversification.
Meanwhile, Minister Textile & Handicrafts, Taloh also held a coordination meeting of the department to review various schemes of the department. Taloh expressed satisfaction over the implementation and also took note of other issues confronted by district officers and assured to look into the matter positively.
The minister also lamented upon the lack of work culture and urged all the officers to maintain the spirit for the proper growth of the department.
The Common Facility Centre is under the Department of Textile & Handicrafts.
Meet on realignment of TAH
YUPIA, Sep 06: A meeting to discuss on (re)alignment of Lusin to Hoj portion of the Trans Arunachal Highway (TAH) was held under the chairmanship of Papum Pare Deputy Commissioner Tai Kaye in his conference hall here on Tuesday.
It was decided in the meeting that NEEPCO will allow survey of the 5 km stretch of the road between Lusin and Hoj falling within the restricted area of the project. The survey team (of Highway Department and Sushee Infra) will submit its report to the DC within one month, based on which a final decision will be taken on the alignment of the road.
Earlier, DLRSO Techi Hitler informed that construction of the five-km of the TAH from Lusin to Hoj is pending due to objection from the project authority as the power house, tunnel, reservoir and pen stock etc are installed near the proposed road alignment.
The area is restricted and construction of road near the prohibited area is objectionable, he said, and requested for re-alignment of the road.

WCS celebrates Teachers' Day
ITANAGAR, Sep 06: Wancho Cultural Society (WCS) celebrated Teachers' Day paying tribute to Dr. Sarvepalli Radhakrishnan, who was a distinguished teacher and philosopher.
The Class X and XII examination (2015-16) toppers belonging to Wancho tribes and teachers of Longding district were felicitated on the occasion in a function organized at Multipurpose Community Hall, Longding.
The function was presided over by former minister Hejam Ponglaham and Chief Adviser of WCS M. Loyi, ADC Longding.
Ponglaham encouraged the meritorious students and wished them success in life.
Terming the teachers as torch-bearer and nation builder, he called upon them to commit themselves to the cause of quality education. He praised the WCS for being actively involved in the socio-educational activities.
President M.Loham dwelt at length regarding the role of WCS in socio-cultural and educational development of the Wancho society.

PASIGHAT, Sept 6: A day long cleanliness drive cum social service was conducted at Central Solung Ground (Notko) here by the Tourism department on Tuesday.

BRO in the service of border people
YINGKIONG, Sep 6: Border Roads Organization (BRO) has long been playing a very important role not only in developing road infrastructure in the state but also making them through during monsoon.
Landslides triggered by heavy rain frequently disrupt surface communication in Siang valley during monsoon.
However, 761 BRTF of BRO has been successful in managing and clearing landslides within very short period of time thanks to its newly raised task force dedicated for the purpose.
There are 48 landslide prone areas along the Along-Tuting stretch of the road. This year, eight new landslides prone locations have been identified, informed SK Pradhan, VSM, Commander of 761 BRTF.
He informed that BRO has deployed men and machinery in all landslide prone areas to clear the debris immediately. This planning of BRO has come handy during this monsoon, he said.
This valley recorded a total of 1595 mm (Approx) rainfall this year till August. The rainfall in July alone was 386mm. The region experiences an annual rainfall of 2242 mm.
Since Pawan Hans helicopter services have been discontinued from March 2015, people of the Siang valley, particularly in Tuting sub-division, solely dependant on Ditte-Dime-Tuting Road.

DC Tawang holds interactive session with HoDs
TAWANG, Sept 6: An interactive meeting chaired by DC Tawang Sang Phuntsok (IAS), to take stock of the activities of various departments was held on Tuesday with all the HoDs of Tawang Headquarters at DCs Conference Hall here.
Presentations were made by respective departments highlighting on the ongoing activities/projects, achievements and constraints.
SP MK Meena (IPS) assured full cooperation from his department to contain law and order situation in the district.

DLMC meeting held at Roing
ROING, Sep 6: The quarterly district level monitoring committee meeting was held at DC office Roing which was participated by all the executing departments with their developmental project status reports.
Lower Dibang Valley, Deputy Commissioner Ravi Dhawan highlighted about the laying of Optical Fibre for broadband and call facilities for district headquarter to circle headquarters and upto each gram panchayat. He requested the PRI members present for proper monitoring of the project.
The Executive Engineers of RWD, PHED, WRD and PWD, AE briefed on the technical terms and specifications related to the projects taken up.
The disaster relief matter was also discussed with the DDMO and found that as per SDRF guidelines it is very strict to spend fund against the damage caused due to natural disaster and need review to make the guidelines state specific.
ADC Roing, Ruchika Katyal, ZPC Roing, Sipi Elapra Linggi, all ZPMs and ASM Chairpersons also took part in the meeting.
District level PMKSY meeting held
Yupia, Sept 06: A district level committee on District Irrigation Project under Pradhan Mantri Krishi Sichai Yojna (PMKSY) for Papum Pare district was held at DC's conference hall Yupia on Tuesday under the chairmanship of DC Papum Pare Tai Kaye to discuss and finalise the project.
During the meeting, NABCON representative presented details of their project. The parameters for proper implementation of project in the district were also discussed by the members present.
ADO Ronya informed that as per the guidelines the DIP has been outsourced to NABCON to prepare the project report of Papum Pare district. The meeting was organised by the District Agriculture department, Yupia PD, DRDA, DHO, DAO, EE (WRD), Yupia and Sagalee, HDO, ADO and representatives from NABCON attended the meeting. DIPRO
ABSU urges DC to visit Payum to know ground realities
ITANAGAR, Sep 06: All Bori Students' Union (ABSU), on Tuesday submitted a memorandum to the Siang Deputy Commissioner highlighting various grievances of the people of Payum circle.
The union while apprising the Deputy Commissioner about the hardships faced by the people of the circle due to poor health and education facilities, reluctance of government employees to stay in their place of posting etc, urged him to visit Payum to know the ground realities.
The lone Primary Health Centre (PHC), Payum has been lying almost defunct, causing immense problem to the poor patients, the memorandum said and appealed to post Medical Officer with necessary staff. They further demanded to take stern action against those government employees who neglect their duties and also to post Circle Officer.
The union also alleged poor or non-implementation of various schemes like, BADP, SPA, NLCPR, MSDP, NMREGA etc.

Good proposal
During the teachers day celebration Chief Minister Pema Khandu declared that henceforth recruitment of teachers will be conducted by Arunachal Pradesh Public Service Commission (APPSC). His announcement comes days after education minister Honchun Ngandam made similar proposal. As the announcement has come from top echelon, it looks like government is really serious about this proposal. If implemented it will be a landmark step in the history of education department and has potential to change the dynamics of education scenario in the state.
In the last few years the quality of education has been degrading and one of the
main reason for it is attributed to lack of quality teachers. Allegation of corruption
and nepotism often crops up whenever there is teacher recruitment process. This has

Kudos to your editorial, "Properly use the fund" (A Times, September 3, 2016). Corruption at the top is but a reflection of our tolerance, acceptance and indulgence to corrupt practices. We cannot check corruption so long as we keep on taking pride in getting a thing done quickly by adequately greasing the right palm in right time or giving honour to unscrupulous people for their riches.
This is the most important factor that makes India still stuck at the score of 38
points on a scale of 0-

Improve postal service in rural areas
Dear Editor,
Through your esteemed daily, I would like to highlight some of public needs faced by the farmers and the common peoples of Lower Dibang Valley District of Arunachal Pradesh.
The postal service in India is one of the oldest means or mode of communication since the British era and the employees serving this department are also giving their best services to the common people but the services need better attention in rural areas too.
As it is known to all that Arunachal Pradesh is a land locked state and the common masses are deprived of general services to communicate or to connect with other Indian mainstream towns and metropolitan cities. The postal service in rural areas must introduce modern facilities like internet as banking facilities.
Poor and rural people should not be ignored by the postal service and the postal banking must be introduced to help people to save their hard earned money.
There is no availability of postal, revenue stamps and speed post. One has to travel long distance towards District Headquarter to avail facilities.
The Sub-
The Department of Postal services must develop its infra structure with modern equipment.

Return our money if exam is cancelled
Dear Editor,
I as a desperate applicant for various posts like Probationary Officer, Jt BDO and Marketing Inspector wanted to know when Apex Bank, Rural Development Department and Textile and Handcraft are going to conduct the exam for these posts.
I have visited their officers many times but the excuses or reasons given are not satisfactory.
These officers are simply playing with the emotions of many innocent applicants. These officers are not supposed to take decisions seating in their AC chambers against thousands of innocent and desperate candidates.
These officers can't imagine how hard it is for some of the candidate to manage money even for Passport size photo, Copy( Xerox), transportation.
If the department is thinking about cancelling the said interviews than I want them to return our Documents and application form to our home address like we did.
We want our money that we paid in form challan with applicable interest without more delay or if you can't do these things than kindly inform us about the main reason through local dailies.
Lastly to my fellow applicants and unemployed/underemployed brothers and sisters, please don't let these people do whatever they want to do.
I know many of you will read it and forget it in next 10 minute or early but remember our negligence and silence gives these Ministers, Leaders, and Officers to do corruption. Think and act or keep making fuss.
